Age relaxation in central government jobs: the table and the certificate rule

OBC gets 3 years, SC and ST get 5, a person with a benchmark disability gets 10 to 15. What the relaxation is worth without the right certificate at verification.

This guide uses figures from published recruitment notifications for the 2026 cycle. Notices change each cycle, so read the figures in your own notification before you rely on any of them.

Eligibility Checker

Relaxation is the part of eligibility that candidates understand in theory and lose on in practice. The numbers are small enough to memorise, they are published in one circular that everybody copies from, and they apply to almost every recruitment. Yet the reservation benefit of a large group of candidates is decided at a document verification stage months after the written paper, on the strength of a certificate format nobody checked at the time of applying.

The numbers themselves are not complicated. What follows them, and what actually decides whether they count, is worth reading properly.

Relaxation in these recruitment rules means one thing only: extra years added to the upper age limit. It never touches the lower limit. A relaxation of five years does not make you eligible at thirteen.

The standard table

CategoryExtra years on the upper limitWhat the notice requires
General0Nothing beyond the published limit
Economically Weaker Section0EWS carries no upper-age relaxation; a separate income limit applies
Other Backward Classes, non-creamy layer3OBC certificate plus a non-creamy layer declaration
Scheduled Caste5Caste certificate in the proforma the notice names
Scheduled Tribe5Caste certificate in the proforma the notice names
Person with benchmark disability, general or EWS10Disability certificate of 40% or more from a competent authority
Person with benchmark disability, OBC13Both certificates, and the two relaxations are claimed together
Person with benchmark disability, SC or ST15Both certificates, and the two relaxations are claimed together
Upper-age relaxation in years, as set out in the central schedule and reproduced in recruitment notices.

The last three lines are not three separate rules. They are one rule of ten years for a benchmark disability, plus the category relaxation where the candidate also belongs to OBC, SC or ST. UPSC states this explicitly in its 2026 notice: a candidate who is SC, ST or OBC and is also covered under the ex-serviceman or PwBD clause is eligible for cumulative relaxation under both categories.

Cumulative does not mean everything at once

Bank examinations draw a line that most other notices do not. The IBPS Probationary Officer notice allows the SC, ST and OBC relaxation to be claimed cumulatively with only one of the remaining categories. An OBC ex-serviceman, in other words, cannot stack three years and five years into eight; the limit moves by the larger of the two.

What relaxation is actually worth at document verification

Almost every recruitment notice carries a sentence along these lines: candidates seeking age relaxation must produce the requisite certificates in original, along with a photocopy, at the time of document verification, failing which the claim is ignored and the application is assessed as unreserved.

Read that twice. A relaxation that is not proved does not reduce your age limit, it removes the extra years and then applies the unreserved limit to you. A candidate born two years too late for the General limit but inside the OBC limit will simply be found over-age at document verification, having written the paper and possibly reached the interview stage. There is no appeal against a certificate that was never in the required form.

Form matters more than substance

  • An OBC certificate on a state format can be rejected where the notice prescribes a central proforma, because the central proforma carries a declaration about family income and property that a state certificate does not.
  • The non-creamy layer declaration is a separate document from the OBC certificate. Carrying one without the other means the three years are not granted.
  • A disability certificate has to come from a competent medical authority and has to record a disability of 40% or more. Anything below that threshold is not a benchmark disability for these purposes, however genuine the condition.
  • An income and asset certificate for EWS has to be issued by the authority prescribed for the state you belong to, and EWS carries no age relaxation in any case.
  • Where a notice asks for the certificate to be produced in the proforma at document verification, an earlier casual reference to it in the application form is not a substitute.

Where a relaxation can work against you

There is one situation where claiming relaxation is a mistake. Some notices bar a relaxation category from competing against unreserved vacancies, or apply the relaxed limit only when you apply against a reserved post. Railway recruitment, for instance, states that no age relaxation is allowed to OBC, SC and ST candidates applying against unreserved vacancies. If you apply unreserved with a relaxation claimed, the claim buys nothing.

A second situation is vertical reservation. Some posts are reserved for a particular category, and some are horizontal, meaning reserved candidates are counted within the general quota. The horizontal categories include ex-servicemen, persons with benchmark disability and women in several railway posts. Which vacancy you are applying against changes which certificate matters, and the application form asks for it.

Worked example

The Eligibility Checker applies the table above, including the combined figures for a person with a benchmark disability, and shows you the effective limit it used for each exam so you can compare it with your notification. It cannot check your certificate, which is why the Document Checklist exists.

A short checklist

  1. Identify the relaxation you are claiming and the extra years it is worth.
  2. Check whether your notice allows it to be cumulative with any other relaxation, and with how many.
  3. Confirm whether the post is reserved vertically, horizontally or not at all, and which certificate that requires.
  4. Obtain the certificate in the proforma printed in the notice, plus any separate declaration it requires.
  5. Keep the original and a self-attested photocopy ready for document verification rather than for the written examination.

Read the next guide as well, which date counts your age, because relaxation is only arithmetic once you know the day the arithmetic is done on.

If your certificate arrives after you have applied

This happens more often than applicants expect, because the certificate-issuing authority works on its own timetable and the recruitment does not. Most notices deal with it, and the wording varies in ways that matter.

  • Several notices allow a provisional or interim certificate to be produced at document verification in place of the final one, with an undertaking to produce the final later, and with a stated date by which the final must reach the office.
  • Where that route exists, the claim is not treated as pending. The relaxation is granted and the final certificate is checked afterwards, which is the only version of this situation that is safe.
  • Where a notice does not mention a provisional certificate, applying before you hold one is a gamble on an officer at the counter accepting it. Nothing in the eligibility rules obliges them to.

The practical sequence that avoids the problem is to apply for the certificate first, note the reference number and the expected issue date, and then decide. If the recruitment closes first, you have at least lost nothing, and if the two dates are close together you know the risk before you fill the form rather than after.

Three claims that are commonly confused with age relaxation

Not every favourable provision in a recruitment notice is an age relaxation, and mislabelling them leads to arguments at the counter that do not succeed.

ProvisionWhat it actually does
Reservation for women in certain postsChanges which vacancies are open to you. It says nothing about your age, and a candidate who relies on it as age relief is reading a clause that does not exist.
Horizontal reservation such as ex-servicemen or PwBDKeeps a share of vacancies for a category inside the general quota. The age relief attached to it is a separate clause, and the two have to be claimed together.
Provisional eligibility for a final-year candidateLets you apply before you hold the minimum qualification. It is not age relief and it does not move either age limit.
A special advertisement such as a recruitment drive for a particular groupCarries its own age limits and its own conditions. Age limits in a special drive do not follow the general schedule for that exam.
A relaxation granted to a candidate with a bona fide displacementWhere an exam offers one, it applies to a specific class of candidate and usually carries its own certificate, often an unemployment certificate or an income certificate.

None of these is a substitute for the table at the top of this guide. Each has its own clause, its own certificate and its own conditions, and the certificate for one of them never satisfies the requirement of another.
